Place a handi with water on a simmer. Add bayleaf into the water and gently poach the fish fillet in simmering water. Cook for about 7 minutes till the fish is all cooked. Drain out and pat the fillets on a dry cloth to remove the moisture.
Mix chopped onions, chopped green chillies, chopped ginger, white pepper, salt, broiled cumin powder, red chilli powder, garam masala powder, roasted channa powder and poached fish fillet.
Blend this mixture twice through a mincer.
Break the eggs and add to the above mince. Mix thoroughly and add seasoning as per taste.
Divide into 24 equal parts. Add a little water to your hands and flatten the kebabs into a smooth and even shape
Place a fry pan with ghee on a medium flame. Deep fry the kebabs till golden brown
