Instructions
  1. Rinse the rice and urad dal.
  2. Soak them in separate bowls of water for four hours.
  3. Drain both the rice and dal and add them, and the ginger and green chili to a grinder.
  4. Grind the mixture together. At an interval, add the water.
  5. Once the batter becomes thick and slightly grainy, put it in a deep bowl.
  6. Add the yogurt and salt and stir well.
  7. Cover the batter and leave it ferment overnight.
  8. The next day, grease a pan with the oil.
  9. Add some water to a steamer and allow it to come to a boil.
  10. Add a little oil to the batter and then quickly stir in the baking soda.
  11. Then, pour the batter into the oiled pan and add the black pepper powder, red chili powder and sesame seeds.
  12. Stir the powders in.
  13. Place the pan with the batter over the boiling water and cover it.
  14. Allow it to steam for twenty minutes.
  15. Once the dhoklas reach the right texture (you should be able to insert a tooth pick in them and remove it with no batter clinging to it), remove the dhokla from the steamer.
  16. Slice and serve with chutney.
