Instructions
  1. Fry the onion, cumin seeds, ginger, garlic, green chilies and coriander in the butter until the onion turns golden.
  2. Allow this mixture to cool and then mix it into the mashed potatoes along with lemon juice and vinegar.
  3. Stuff the herrings with the mashed potatoes.
  4. Mix the water, gram flour and bread crumbs together until a batter is formed.
  5. Dip the herrings into this batter and deep fry until golden.
  6. Lay the fish atop the lettuce leaves and garnish with coriander leaves and lemon slices.
  7. Serve immediately.
